The linkages established by the Sri Lanka Council for Agricultural Research Policy (SLCARP) with the international agencies are based on three major considerations: The scope for fruitful interaction in areas of common interest; Opportunity to render assistance through joint activities; and Possibility for participation in newer domains of study and research in Agricultural sector handled by the SLCARP based on the need and importance to the agriculture sector in the country. 

Indian Council of Agricultural Research (ICAR): 
Technical Cooperation and under the Memorandum of Agreement (MOA) between the Indian Council of Agricultural Research (ICAR) and the Sri Lanka Council for Agricultural Research Policy (SLCARP) to establish technical cooperation between India and Sri Lanka with a view of developing human resources in the NARS has been continued with the main focus for this year Short term training  programme. 

Bangladesh Agricultural Research Council (BARC): 

Sri Lanka and Bangladesh signed memoranda of understanding (MoU) on agriculture, between Bangladesh Agricultural Research Council (BARC) and Sri Lanka Council for Agricultural Research Policy (SLCARP) with the cooperation of Ministry of agriculture is now been one of the main MOUs in which SLCARP has involved in almost key aspect as follows;

•    Exchange of experts
•    Exchange of Germplasms
•    Training progammes
•    Exchange of scientific Knowledge
